i cant be sure if its good or bad....cuz why cant they simply make university as the non-smoking area?
but to be fair....i think they are being realistic...and nihonjin are so well discipline, that they will only smoke at the 'designated area for smoking'...so not only non-smokers can avoid being the second-hand smoker inside university (simply by avoiding this area)..but also it prevent cigarette butt being toss everywhere...any where...like at...hmmm....nuff said...
